In a significant move to overhaul Texas’ public education accountability system, the Texas Senate has passed House Bill 4 (HB 4) by a 23–8 bipartisan vote. Authored by Rep. Brad Buckley (R-Salado) and sponsored in the Senate by Sen. Paul Bettencourt (R-Houston), the bill replaces the long-criticized STAAR exam, reinstates A–F school ratings, and prohibits the use of taxpayer funds for lawsuits aimed at blocking school accountability.
"HB 4 ensures accountability ratings are released clearly, fairly, and with purpose—to measure performance, report results, and help schools improve," said Sen. Bettencourt. “What gets measured gets fixed, but you can’t fix what you can’t measure.”
