A proposed amendment to Llano’s Drought Contingency Plan drew a sizable crowd and extended public discussion at the Tuesday, January 6 meeting of the Llano City Council, ultimately prompting council members to table the ordinance for further consideration.
Ordinance 1586, which would amend the city’s 2026 Drought Contingency Plan, is tied to a proposed contract with the Lower Colorado River Authority (LCRA) to significantly increase Llano’s amount of “firm water” or guaranteed water supply during severe drought conditions. While city officials framed the contract as long-term water security, several residents voiced concerns about local control, cost, and whether the agreement is necessary given Llano’s current water supply.
The discussion effectively turned the meeting into a town hall, with residents, council members, and staff engaging in a lengthy exchange over water control, drought triggers, and what-if scenarios.
