The Blanco City Council denied a zoning change from R5 to C1 affecting 2.85 acres off San Saba Court and Jennifer Lane.
The change was requested by developer Cory Pavlica of CPGC Services LLC in pursuit of a mixed use development called “Judge’s Hill,” which was presented at the Dec. 9 meeting. The presented site plan described “a unique community-focused entertainment and dining destination in Blanco” to include up to 10 (500 square foot or less) short term rentals, a restaurant, a small outdoor stage, a splash pad and dog run, parking and a retail store. Mary Bledsoe of the design firm Mary Bledsoe Design Studio gave a presentation of the development, including the drawings. Pavlica also addressed the council, as did his attorney. A detailed zoning report by Melland Planning & Development Services was also included in the meeting’s agenda packet and contained recommendations addressing objections previously raised by neighboring property owners.
Council member Ryan Moses asked residents of the neighborhood, two of whom were present, for their feedback and position on the potential development. After lengthy discussion and questions from council, City Administrator Warren Escovy was directed to work with the applicant to present a Planned Development District (PDD) in lieu of a zoning change. The vote to deny the zoning change was 4-0-1 with council member David Behrends abstaining.
