Texas Tech program develops local government leaders

Twelve municipal employees from Marble Falls, Horseshoe Bay, Burnet and Fredericksburg recently completed a nine-month local government leadership certificate program at Texas Tech Highland Lakes. This program helps smaller cities develop leaders within their staff.

Participants, selected for the program by their city supervisors, attended monthly sessions on issues relevant to city government: ethical leadership, finance, human resources, project management, change management, problem-solving and communication.

Participants also challenged themselves to lead an on-the-job project for their city. These projects were presented on Nov. 14, 2025, at the Marble Falls campus of Texas Tech. Participants worked to develop timelines and budgets, as well as to communicate effectively with stakeholders in their city for these projects.
