Anyone who knows Horseshoe Bay’s first mayor, Robert “Bob” Lambert, knows that he appears to remain calm, collected and unruffled under pressure.
His demeanor is responsive rather than reactive. Those qualities shine through the pages of early issues of the HSB Beacon in the weeks and months leading up to the incorporation vote and first election in 2005.
The decision to become a city was not simple or uncontested. Letters to the editor were abundant and sometimes vociferous on both sides of the incorporation issue. Interestingly, one of the first council members is recorded to have hand-delivered a letter to the editor in opposition to incorporation.
