The Llano County Commissioners Court held a special-called meeting on Monday, August 18, at 9:00 a.m. to consider the proposed creation of Emergency Services District (ESD) No. 6. All commissioners were present, though County Judge Ron Cunningham arrived late, with commissioners proceeding to hold the public hearing in his absence.

The proposed ESD would be a new taxing entity to fund emergency services for residents in parts of voting precinct 204 and all of precinct 205, which cover the Tow and Bluffton areas. The boundaries, as described in county records, include all territory in northeast Llano County not already within ESDs 2 or 3.

If created, ESD No. 6 would operate under Article III, Section 48-e of the Texas Constitution, authorized by the 70th Legislature in 1987 and approved by voters that year. Voters living within the proposed district will decide its creation in the November 4, 2025, general election.
