At the June 23 meeting of the Llano County Commissioners Court, a series of high-impact decisions were made, including the establishment of a new clean energy financing program and support for a major senior housing development in Horseshoe Bay.
The meeting opened with a public hearing on the Property Assessed Clean Energy (PACE) program, a financing tool designed to support energy-efficient and water-saving improvements in commercial and residential construction. Charlene Heydinger, President of the Texas PACE Authority, joined by John Hyjer, CEO of Falcon Senior Housing, and Horseshoe Bay Resort CEO Ron Mitchell, shared details about the proposed Silver Rock Senior Living project—the first development in the county expected to use the program.
They plan to break ground within 60-90 days on a 180-unit senior housing facility with 114 independent living units, 48 assisted living apartments, and 18 memory care suites. The project will also include robust amenities such as multiple dining rooms, a resort-style pool, pickleball courts, a golf simulator, and activity rooms. Located off Highway 71 in Horseshoe Bay’s Silver Rock development zone, the facility aims to meet a growing community need, as identified by both Horseshoe Bay residents and Horseshoe Bay Resort leadership.
